iPad / Android Stream Client

I want to live stream the channel MPEG-TS to ipad. I have used ffmpeg for encoding and it works fine. but i want to do it without encoding. What is the possibility that without encoding I can live stream on ipad and android tablet as well. When i just copy with ffmpeg copy parameters. The video does not play on ipad neither on android tablet. But when i transcode the video with ffmpeg then it plays.

What is the best possibility of doing this.

But, I do not want to use VLC for this. I am developing my own iOS application. Do you think, is there any codec any library i can find which can used to watch raw TS directly from VDR instead of using ffmpeg to encode and then watching it on iOS default player.
