The Board comes without CPU and RAM.
I never used an external Graphics beside the HDE, Kodi runs on the Graphics in the CPU for me.
I use the i5-3550S, but I had trouble to use hardware acceleration.
For what I use the CPU is strong enough to do the job without getting very hot.
But I never tried HVEC...

I think a dedicated gpu is going to be better than just using the integrated cpu , just look at the Nvidia 720 playing 1080p..... 
Playing video just through the hde has no acceleration . I never use hde , just use the Nvidia 720 on the original Reelbox motherboard.
Problem is playing hevc video which seems to use 100% cpu and there does not seem to be a low profile Nvidia at the moment. The best card is the Nvidia gtx960 but is too big.

I also do not play video through the HDE, but I still use the Reelbox frontend for LiveTV because it has a very high WAF
Internal Graphics/CPU is just used for KODI/Amazon Prime/Music...
Just wanted to tell you that I never used a separate Graphics card.
