I own a TBS6981 dual tuner card. It works quite well, but the driver support is very poor. The driver has a closed source module and can't be compiled with kernels > 2.6.38.
The drivers for the 6984 seems also to have a slosed source module. As long as they don't open up their drivers, I wouldn't recommend this card.TBS driver is not open source module,it'll not be open up.But the latest driver has compatible well with kernels>2.6.38,you can download it from its official website:
