Die libpcre (Perl Compatible Regular Expressions Lib) solltest du also nachinstallieren, inkl. -devel Pakete. Nur in denen ist die /usr/lib/pkgconfig/libpcre.pc enthalten, die pkgconfig sagt, welche Header und Bibliotheken benötigt werden (und die wiederum sagts dem C-Compiler).
