while if I open the same flow with kodi everything works fine.

I set the refresh rate both 50hz e 60hz but I didn't fix the problem

Does the fps rate of your iptv channels match the refresh rate of the monitor? softhddevice does not have such elaborate adjustment of the A/V material to the output like KODI - it assumes basically that the monitor refresh rate matches the source material.
