This is a known problem for old XBMC-developement versions because weather.com has changed to a new, commercial users only api.
Try our newer builds: Neues XBMC für yaVDR 0.4 in testing
(don't forget to delete any old /var/lib/vdr/.xbmc/userdata/Database/TV*.db files)
